The Express editions of Visual Studio are standalone IDEs instead of all being integrated as they are in the paid-for editions. If you want to create Windows apps in VB then install VB Express. If you want you want to create Windows applications in C# then install C# Express.

What you have is what there is. You have the ISO (i.e. CD/DVD image) that contains the installers for all the VS Express editions, which you need to install separately.
If you want all the components integrated in a single IDE then you must pay for VS. You need to either mount that ISO file as a virtual drive or else burn it to a disc. Windows 7 includes a tool to burn an ISO file to disc. You should be able to just right-click the file to start that. Alternatively, you can use a tool that provides virtual disc drives.

That's because what you downloaded was the SERVICE PACK for Visual Studio. That is NOT what you want. There is NO such thing as Visual Studio Express. Never has been. It is Visual Basic Express, C# Express, Web Developer Express. But no VS Express.
